40s vin numbers?

Can anyone tell me what ive got here.46,7, or 8  I figured. Not sure if it was built in Canada. That would  be good tho. I was told that the Canadian cars were far superior to the American ones because the bitter cold would freeze out the impurities in the steel. 😃
