Wow. A pair of Super 88 Fiesta wagons. Could probably make one very nice one. Only issue is those missing titles.

Titles ? Use a chassis from another  1960 olds and put the body on that chassis that has a title .Down here the only thing that counts is the number in the chassis .

If Illinois didn't title cars before a certain model year, as an example New York State didn't issue titles to cars before the 1973 model year, then transferable registrations, bills of sale, whatever the state requires have to be determined first.  Before dismissing these Olds on that point, best to investigate.  Craigslist has only a yes/no option to fill that space.

Illinois makes it pretty hard. If it was easy, the seller would have done it already.
