56 Fairlane Throttle Pressure Adjustment

Driving my friend's 56 Fairlane the throttle pressure seems too low. It does not downshift from 3rd to 2nd except at very low speed, and simultaneously with an objectionable amount of engine flare.

 

I am very knowledgeable on the Packard Ultramatics but know little of the Fordomatics. If someone could advise me whether this is the correct adjustment to make, and if so, what linkage needs to be adjusted and roughly how much, I would be most appreciative.

 

25k original miles so the transmission should be in good condition as a whole.
