I guess it could be, do you have a photo of what yours looks like for comparison? At first I thought it was some sort of compass, but then when I zoomed in it looks like some sort of filter element. Most were built in timber and often fall into disrepair, a lot were in regional farming towns many of which are losing the youngsters and losing their services.
