Layden B
Rim size is the inside diameter of the tire. Not all of the tire shows of course because the rim edge has to stick up to keep the tire on. For practice look at a modern car or truck. Find the tire ( rim) size on the sidewall of the tire and with your measuring tape see how that falls measuring across the rim. Hope this helps! ak
Question for you to determine: will a tire with a 23" or 24" ID fit in the OD of your rim? That is your answer. JR Edited December 12, 2022 by ak (see edit history)

PFitz
First picture measurement is meaningless for tire size. Your second picture shows just under 24 inch inside diameter, so adding for thickness of the steel to get to the tire bead seating area that makes it a 24 inch rim. taylor hockins
Measure from the outside of one wheel stud hole and the center of the other for a 5-lug layout. Measure from the center of one hole to the center of the opposing wheel stud hole for 6- and 8-lug layouts. Depending on the wheel manufacturer, you will either require this measurement in inches or millimeters. Regular road cars generally have wheels that are between 14 and 26 inch wheels in diameter, with newer, sportier, and more luxurious cars generally having the larger sizes.
