Turn the handle counter-clockwise and as it screwed out it would pull oil into the housing through the "in" line,then turn it clockwise and as it screwed in it would push the oil to something on the chassis that needed lubricating. It must have been used a lot , there is a company that rebuilds and sells them. I guess I'll try contacting them to find the application.
