Just a hint that might help. The part that would Mount you the car is a 90 degree return so the bracket could go under a horizontal surface, like perhaps a bumper or other frame member. Don't think it's Ford although they and other makes used similar brackets, both front and rear. Depending on year/make/model, they might be mounted on bumper, bumper arm, headlight bar, taillight stand, etc. The holes at the ends of the horizontal arms are strange - seems the license mounting bolts could pull through unless they were backed with a washer.
