I doubt it is anything "automotive" related, regarding being on cars. I'd say it's more advertising related. "Spitoon" in the ad...lol. That doesn't make sense, the script would be on the bottom and who would spit on a Buick logo anyway? That sounds like a felony offense. I have a three-legged early 1920s Paige hubcap similarly modified, although someone made a sincere but not entirely successful attempt to clean the cig butt residue out of the innards.
