edinmass
Looks like replaced wood to me..........is the car a skiff? It could be anything nautical related......compass, clock, courtesy light.........probably not original to the car. Some of the sill looks period. Sure looks like solid oak.......NOT what one would expect to see.
Grimy
Clock or rear tonneau light, latter often removable with wire on a reel that fits into the recess. See that type of tonneau light in my 1922 Paige.
28 Chrysler
The wood could be mahogany and the brass cup is possibly for a removable mechanically winding clock.

1909schacht
looks like a "smiths clock " housing - clock would swing out so it could be wound from the back...
AHa
I have a light cover like Grimy has in his Paige. I am very grateful for the picture. I had no idea what I had.
