There are a couple of possibilities...... first since the high beam works (you only mentioned the low) that would normally eliminate a bad ground.

I would almost bet your headlight wires are routed wrong. When that happens, the opening and closing of the lights, flex the wires going into the connector and break the copper..... the insulation may still be holding it in place...

pull on the three wires going into the black connector and one will probably pull out.

Had exact same problem on driver's side. Sprayed contact cleaner in connector and works fine now. If this easy fix doesn't do it, Barney's advise is next.
