Question About Two Cylinder Maxwell Magneto Ignition

Hello, I have been looking at the diagrams for the Splitdorf Model H low tension magneto ignition on 1910, 1911, and possibly other two cylinder Maxwells.


The two high tension leads appear to come straight out of the bottom of the dash-mounted coil box, no distributor, does this mean that both spark plugs fire at the same time as a wasted spark system?
