I read about a 1919 Pierce Arrow Series 51 Dual Valve 6. What does it mean by "dual valves"? Is this referring to intake valves, exhaust valves, or something else?

Lot's of cars in the teens had four valves per cylinder -- Locomobile and Stutz come to mind. Big T-head engines with separate camshafts for the exhaust and intake sides. Because the combustion chambers were so wide, a number of them offered dual ignition, meaning two spark plugs per cylinder, with two separate distributors, each firing four or six plugs.
