Yup and he's got it loaded so heavy it's bottoming against the tire. Wonder how far he is moving it? That tire and fender aren't getting along well, so it won't be pretty if too far. I would guess that the boss pointed to the cage and told the newbie that it was for protection In case the wheel popped open and not knowing any better this was how he saw it.
