Yes, the lip faces to the outside. It acts as a dust seal. The rubber should be a tight press fit, but if you have trouble you can use a little urethane sealer, but only as a last resort. The rubber can be lubricated with a little machine oil or soapy water to aid installation. The installation should be made upside down with the channel facing up. Support the edge of the glass on a heavy towel for protection. If  may have to tap on the channel to seat it properly but do it carefully, you don't want to break the glass. I always use a piece of wood or a gum hammer to help absorb any shock.
