Need help identifying auto in this photo. Elcar?

Researching the life of my grandfather who was a WWI vet, and chauffeur, mechanic, service station owner in S.C.

We think it might be an Elcar - doesn't look new although the headlights do. Question: what year might this pic have been taken?

Any classic auto forensics experts willing to help?

Here is a 1921 Liberty Model 10C which we saw on 

the AACA's 2017 Founders' Tour.  It was on display at the 

Rough and Tumble Museum in Lancaster, Penna.

It had reportedly been on the 1966 Glidden Tour, though

in 2017 it looked like it hadn't been driven in quite some time:
