1938 Studebaker Commander and Coupé Express and 1939 Coupé Express had a lever switch of that operating method for the head lights. Here is one. The red arrows point to the headlight switch and the hand throttle (I can't remember which is which). They push and rotate down and back up.

I believe Tripwire is correct.  It’s a turn signal switch from a 1941 Cadillac.   They are self canceling.   That’s what that other arm is for.  1940 was the first year for turn signals in Cadillac, but they weren’t self cancelling that year.
