I am not an expert on Dodge cars so I can't say what year other than it appears to be around a 1919. The headlights were moved forward of the radiator for the 1917 model year - from October(?) 1916. There were also changes to the splash aprons. They didn't lower the headlights, the radiator was made a bit taller.
