Editor missing in forums

New forum member @retiredmechanic74 sent me a private message (quoted below) asking me for help with the editor missing when he tries to post on the forums.

 

He gave me permission to sign in with his username and password and I encountered the same problem. The "quote", "edit" and  "options" links are missing at the bottom of each post and the editor box is missing at the bottom of threads.  It's like you are not  signed in but the private message system, including the editor, still functions as it should. I could find no account setting that would cause the problem he is experiencing. When I sign in to the forum again under my username everything is back to normal.

 

Any ideas about what might be causing his account to have this problem and what might could be done to correct it?

I got another private message from forum member retiredmechanic74. He said he is getting an error message telling him he has reached his posting limits and to try again in 24 hours.  He has made 34 posts since he joined on Dec. 25.  Are there posting limits on new members?

New members are limited to 10 posts a day for the first month to stop spam.
