1963 Avanti horns

Hi all, looking for some info on my Avanti.  For some time now the horns have sounded awful but it was farther down the punch list than other jobs.  I think the HI tone is not working at all and the LO tone sounds very muted.  Is this a horn or relay problem?  Are the same horns in other Studes of this age?  I assume they were purchased components and I have seen horns that look like them in many cars over the years.  Any help on this is appreciated!
