My best guess is late 60s to early 70.  Could be England, Japan?  I know that cheap "tin" windups were still being made then.  The wheels look too modern to be the popular early tin post war Japan ones.

 

However, the aircleaner is just too big for it.  :)

I think it's the remains of a wind up tractor toy.  The large wheels would have a bulldozer like track around them.  Timeframe is late 50s.

this is the correct answer...I wondered why the wheels were wide....and crowned...

 

...that is to keep the rubber bands on when moving.

I gave the air cleaner to another car guy.. He is making a H/J - Look like this picture..
