Unknown "tool?" Maybe spare tire mount? Ideas?

Hello again, folks. I am trying to ID a bunch of old items which I have saved for years and years, because I don't know what they are, and can't stand to throw them away. I always worry that some car collector someplace might be looking for this very item, you know? 

 

Anyway, I'll add a few of these every chance I get, until my "Unknown" bin is empty...or as close as I can get.
