Stakeside, I see the ear is broken off the lower one. Spring steel is fairly forgiving. You MAY be able to bend a new hook on it. Clamp the end tit in a vice and work the bend around, might use a brass hammer. It's already broke, nothing to lose. If you bought a piece of raw spring steel you could easily bend a new spring, it is very soft and easy to work. THEN you would have to heat treat it. Follow instructions in a Machinist handbook. Spring steel should be available from McMaster-Carr, the best restoration supplier I know .

I work on cars just about every day of the week and it's astonishing to me just how similar some fairly recent production window regulators are to that 1929 part.  I just put a window regulator in a 1990 Mercedes Benz and, apart from the fact that the MB part had an electric motor attached, that regulator and the 1929 part are practically twins.
