1928 Strut Rod Bolts Help Please

As I look at the photo I am wondering if that is the frame or the rear end torque tube that the bracket is bolted to.  If it is the torque tube then bolts make more sense , it would be very difficult to "set" rivets on a long tube.  I don't have any Buick rear end's handy to look at first hand..

Hi Greg

 

I was wondering how the rivets were fitted in the centre of the torque tube. I think we might have identified the missing bolt size, but it is not easy to buy imperial British sizes locally anymore. Progress?
