I have a friend that is thinking about buying a 31 Caddy, The owner says it missing the valley pan and bolts, What is the valley pan?

It's a cover that goes on the top of the engine from head to head and front to back. It covers the pushrod and lifter area on V engines. Most early cars had them, but were mostly eliminated later on by intake manifolds that also cover the valley area. Google "engine valley cover" to get an idea

Can the car be driven without it without damaging the car? Is it easily replaceable? Where would I go to find one?

Since the eight did not have one, he is looking at a 12 or 16. The car should not be run without it.
