No dash lights, Climate control or fog lights after reconnecting battery with new ECM 'in 90 convert

I finally  swapped out a rebuilt ECM for the occasionally chugging engine that I suspected the EGR wasn't opening correctly....after reconnecting the battery,  the dash is dark, no Climate control or fog lights - everything else seems to work ok.  and the engine runs normally.

 

Thoughts?

The easy answer is swap back the "old" ECM and see if it works. If it doesn't your IPC might just have failed.
