63 wipers not working

With the key switch on ACC, turn the wiper switch on. Get out of the car and jiggle one wiper arm. Be careful because they might start running right away, so don't have clothes or finger in the way where they will get caught up in the wiper.

There is a switch inside the wiper motor that "parks" the wipers. Sometimes it just needs to be jiggled to make contact again. If the problem persists, you will need to open up the motor and investigate this switch.

When going around with a meter, be aware that the switch inside the car provides the ground to the wiper motor. It does not supply power to the wiper motor, as you might think.

So after checking the fuse, pull the wiring harness plug off of the wiper motor and confirm you have 12 volts in plug (with the key in ACC position). See wiring diagram to know which wire to check for power. You can also check the proper places in that same plug for ground being provided when the wiper switch is moved from off to Lo to Hi speed (again, consulting wiring diagram to know where to expect ground when).

After all that checks out OK, it's the wiper motor that is faulty.

Bob, the wiring diagram is in the Chassis Shop Manual. If you don't have one it is something that you should pick up. They are specific to your cars year. You can get reprints, CDs or vintage books from Faxon. They are also available on eBay. Or you can get a laminated one too - the are good for your shop - Laminated Wiring Diagram Link.
