All it tells you is the number of the car ie: if your model or the plant where it was built started at 789000 your car was the 470th one built if they started at 788000 your car would be the 1470th built etc. Different plants started at different places. Other than pre WWI cars I don't believe anyone started at 1. "VIN numbers" started decades later. Instead of needing a style number, a body number, a paint number each manufacturer (with great nudging by our governments) devised a system of numbers and letters that would tell you when and where your car was built and what equipment was on it. My car was built in Regina, Saskatchewan on June 6, 1930, but if you didn't know it was a Canadian car and only went by the serial number it would become an American 1929 Pontiac.
