Performance problem

I have a 1989 2.5 turbo, the problem is when the rpm get up to 3500 to 4000 it acts like it has a revlimiter in it when the rpm drop back down under 3500 or so the power comes back until it reaches 3500 to 4000 again and it will keep doing this un till you let up on the throttle it accelerates fine under normal acceleration any thoughts on what it might be.

Anything in the ignition system breaking down, plugs,wires etc. Dirty fuel filter, bad fuel pump, plugged cat. You just have to start checking things. If you know everything in the ignition is, or should be good, go on and check the fuel pressure. If you don't know when the fuel filter was changed, I would change it first and see if it helps.

if it were a 2.5l id understand the low rev limit, but TCs have a 2.2L and that should rev well past that strongly
