38 Century rad level

Hi, on my 38 radiator, the filler and cap are on a bit of a "neck" coming off the back of the upper tank on the right side.

Because of it's shape, I can't see into the rad to see the core or to see what the level of the coolant is.

When the engine is warmed up, how much coolant should there be in the "neck" part coming off the upper tank?

If I over fill it, I'm sure it will throw it out but how do I know when the rad level is too low?

If the cap is sealing, the water will come out of the overflow underneath the car. I believe the water level should be just covering the bottom of that tube coming out of the tank.
