What are they to?

Photo two is one of a pair of acetylene tank saddle clamps — they mount on the running board and hold the offset-outlet horizontal B-size tank which supplied gas to acetylene gas headlamps on early cars. Starting in 1913, most cars went to electric headlamps. If you have a pair of these clamps, I'm a willing buyer.

The photo below has such a setup, although it is a little hard to see — look through the triangle formed by the spare tire, running board and fire extinguisher. You can see the nickle-plated acetylene tank and one of the two black semi-circular clamp saddles holding it in place.
