Buick spare tire lock

I have a 23 Buick model <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:date Month="6" Day="23" Year="1954">23-6-54</st1:date> and would like to know more about the spare tire lock. I believe an Oakes lock. The tire bracket has a hole in the center with a recessed bolt and a cast housing. I have seen another early Buick with an Oakes lock, is this correct for a model <st1:date Month="6" Day="23" Year="1954">6-23-54</st1:date>? The Buick parts book does not address this part.
