Mystery early wire wheels

Hi all-

Can anyone identify this wheel? It is a 25 or 26" clincher rim. The rim is not dimpled for the spokes. The hub takes a splined shaft, but the splines do not go all the way through. The hub is centered in the wheel side to side.

Any ideas?

Thanks for the input so far. All good thoughts.

I imagine a Browniekar takes smaller and narrower tires. The cycle cars and motorcycles I've seen have 22-23-24" rims, with 28x3 or 30x3 tires. These rims are 25 or 26" and would probably take 33 or 34" diameter tires.

Please keep the guesses and ideas coming.

Well, you asked for it -- here is a guess/thought. If I were to build an electric car, what better way to drive it than this, with motor ala a Baldor polisher, and a differential device on at least one side?
