64 to 65 Buick riviera fenders

If I was to put 64 riviera fenders on a 65 riviera , would I need to use the 64 bumber;? would the 64 bumber bolt up to the 65 bumber mounts at the frame?

Will the 65 inner fender wells bolt up to these 64 fenders?

Any one with this experince would be helpful.
