My '65 Wildcat has a part that I'm trying to identify so I can search for a replacement. It's a big rubber "elbow" (about 10" long, 4" dia. at small end, 6" dia. at large end) that interfaces between the rear panel and floor pan. The filler neck, which is much smaller in diameter (about 2"), passes through it. When my car was slightly rear-ended, the rubber piece was torn in several places. At first I thought you were talking about a tube of some sort. I then realized you are more likely talking about a gravel or dust shield. I have a feeling you will need to make your own. Many vendors sell cloth impregnated rubber for just this purpose. You could also peruse a Chevy Impala vendor online. They may have a precut piece that may or may not fit correctly.
