I am not sure there ever has been a definitive answer as to the purpose, but the most plausible was the rear wheels drop down for when the car is being used as a tow vehicle. I have seen this car a couple times, it pops up at Hershey every now and again. Trust me, the first time you see it you sure do a double take.
