C16 vin plate help

hi, need some help with this vin plate:

under hood on cowl:

chrysler corporation detroit michigan

correspondence pertaining to the body must bear these numbers

c164s-1339

229-613 RH

job no 39-109

serial # plate (on rh door jam):

6870807

It is a chrysler royal 4 door sedan slantback (no trunk).

I have not seen another one like this in all of research i have done.

any help would be awsome.
