1964 Imperial brake pedal doesn't return

Any help?

There are new wheel cylinder,shoes,hoses. No air on system either.

The master cylinder is old, but disassembled and cleaned .

The brake booster maybe? Somebody said it might be some valve in booster, but the booster is "pressed" shut.. so it cannot be opened?

Any ideas?

The car has been on the road last time 30 years ago...
