countersink for brake shoes

Can you clamp a thin metal band with a pre-drilled hole to the shoe and then drill for the rivet and rivet head? If you clamp it tight enough I would think that it may not chip the surface. Got one to practice on?

Why not just get the proper countersink bit. They come up on ebay all the time. Often the seller is not sure what they are so they come up under "brake lining" "lining" "countersink" "brake rivet"

I have bought several of them for under $5.00.
