EEC = evaporative emissions control. This is the black plastic cylinder under the hood that captures the gasoline vapors previously released to the atmosphere. It was a mid-year change (or possibly Calif only for 1970) which is why there were two versions. The differences in the tank are the vent lines and the use of a non-vented gas cap.
