The state of California is going to reissue black plates. The DMV may issue new yellow and blue if they get enough orders by December 31. They are called legacy plates. This is a different program than the year-of-manufacture plates, which has very strict rules. These are new plates and you can put them on any year. Each style has to have 7,500 pre-orders by December 31 or they kill that plate color.
