You may purchase sheets of reinforced rubber in varying thickness. I found some on eBay. However, I suspect it would have some flex to it that would not be desirable in this application.
Can not one fab the needed plate out of plywood?

Production Order? Is that akin to a build sheet? What info is on a Prod. Order? How were they used by the factory? Have a pic of one?
If such critters are available from GM Heritage, the availability has been a well kept secret.

I find no info on the site for a Trim Code of 28? The trim match for Dresden Blue would be Trim Code 323

Those "walls" are known as splash shields and should be readily available from any number of suppliers.

I have seen having an incorrect gas cap (non-vented vs. vented) create the circumstances described in the OP.

Cannot explain why, but the part in question speaks 40s-50's era Oldsmobile to me; certainly GM.

The thread is OK as I tried another fitting. The line is just resting and the other end is not attached to the rear of the carb so I can better align the fitting. It just seems the fitting is slightly too big. The pipe just touches the opening preventing the fitting to screw in. As suggested maybe a M/FM is the answer? Trying to find a picture on the internet of the pump on the car to see if there is another adapter fitting. We have no other lines so assuming we have the right one.

If the pipe is in actuality preventing the fitting to thread, that would tell me the line is too big in diameter, -OR- more likely,
has the flare been banged up/munged to prevent it from seating?
You should be able to slide the fitting back on the fuel line and fully seat the flared end into the fuel pump orifice. Once that is done slilde the fitting back in place and start the threads.
You state the carb end is not attached. Is it able to be threaded without difficulty?
Do both the tube and fitting on the carb end look to be the same size as those on the pump end?
Is it possible, solely for testing purposes, to remove the line completely and screw the carb end into the fuel pump?

Assuming the threads in the pump are good the line should work, once properly aligned. Alternatively, one could install a M/FM adapter fitting in the pump to serve as an extension?
