early front frame horn accessory bumper mounts

I am sure they are accessory front bumper brackets as I have fit them to the frame horns and fit perfect. What cars used them, I see a pair on a 1915 - 17 Pierce Arrow. -
they are bumper mounts what cars would of used them? I see a pair on a 1919 Pierce Arrow. thanks
