National is already providing the impetus, and it's up to the local clubs to gear up and do something about new membership and youth involvement. Those are the programs that last, not the ones directed from the top that expire with a change in administration or when the "funds" dry up.<P>Besides, you're clubs will take to it if it's their own idea and project.
