I just bought a 1939 Buick special for wine tours in Oregon's wine country. The car is a ground up restoration with near perfect body , interior, and running gear. The previous owners kept in a heated shop for 30 years, and It's never seen the rain. Being in Oregon that's unheard of. I was told The car was only brought out for parades and car show's, so the wipers were never used. My problem is that the wipers don't get enough vacuum to work properly. I pulled everything to make sure it was in working order, I cleaned and oiled them then reinstalled. With the wiper blades and arms off it goes back and forth with no problem. With the blades on the resistance stops them from working. I'm guessing the pump is week or the dash valve is worn. How can I tell if one is bad, or could it be another problem? Thanks Dan
