Trying to register a my 1929 Woodie Hack in California . Highway Patrol Inspector insists there must be a secondary vin number location. Any ideas? (other than moving the dickens out of here!)

Need 1 wooden hub. 10 spoke. 5 lugs; Water jacket.; Right front fender with spare tire well; Right side spare tire bracket; Steering wheel; Throttle control lever; Throttle control arm at base of steering column; water pump; 6 volt generator; stop light and bracket.
