For 1973, the delay function was controlled using a switch on the end of the gear lever. There was no dash switch for the delay option until the following year, 1974. Thus, you are looking for a gear lever with the words WASH WIPE on it and a button on the end. I have included some photos below. You will also need the correct wiper motor #4939202 and washer motor #4939190 as you have already stated. There is also a harness you need to make it all work and they are UNOBTAINIUM unless you can find a car being parted out that had this option fitted. I have also included a diagram below showing the harness (colored pink for ease of reference). There is also an insulator and clip needed to secure the wire from the gear lever through and to the steering column.
