The air valve has two surfaces. one is the large pivoting blade. The other a short raised ridge is at base of air valve, at pivot area 90 degrees from large blade. Polish the brass pin and hole in air valve.
When the large blade is vertical, the little raised ridge is to have 5 thousands clearance to the idle jet venturi housing, shaped like a semi circle.
The Idle jet venturi housing is removeable via two countersunk screws.
My experience is that the flat side of the semicircle venturi housing is often expanded at the pointed ends.
I use fine sand paper on a flat surface to remove the growth and realign the venturi housing clearance to the air valve.
The info in my book indicates the calibrated spring is 1 1/2 inch long.
The operating process is to start with brass knob even with end of the ratchet and to adjust in or out from that position, based on a fully warmed engine.
On your '31 carb what is the 10-XXX number on side of air housing?

Hudson Motor Company made Essex engines from at least 1927 thru to 1931 had "painted" interiors.
Sort of a orange-reddish color.

With the discription of the wheel, i would suggest installing air pressure with installed rings facing down.
Many years ago the owner of a large truck co was lost when the lock ring came loose.
I have used three padded chains thru spokes around the rim and tire when inflating and checking wheel.

I am thankful that the national and regional club/s exhist.

As info:
My 50's outbard motors have mercury switches, levers in correct position to start.
Cant be bothered with freezing to much as Mercury freezes at -37.894 F.
Probably does not bother old car operations for most of us in USA.

Remember front end BRAS ( covers to protect front leading surfaces )
Wind damage and sand/ dirt got under BRAS and damaged paint.
Long term storage under tarps has not been a good thing for many.

no pictures here / Starter with ovalized holes to make a different starter try to work. When the proper starter installed, found the flywheel gear was replaced with a thicker one. Thus the starter gear wont mesh, just grinds face of flywheel gear...........not to mention broken pressure plate bolts........opening water jacket cover - water cavity absolutely FULL of multicolored layers of dirt, antifreeze, and what ever.........well it is a project contuining.
