I'm wondering how this rebuild worked out?

I'm looking for a pair for fenders for a '41 Roadmaster. Mine are rusted out in the front lower portion behind the bumper but are useable otherwise. If I can't locate a pair, can i graft in portions from a Special? The Headlight portion isn't that great either but useable
