Thanks everyone for the help in pinpointing it as the 1964 model. Since 1964 models generally are available late in 1963, this photo could have been taken anytime after the informal memorials and flower collections were removed from the assassination site, which was just about exactly where the Electra is. This image was a photograph of a print publication. The Dallas Public Library did not know where it originated, and I'm trying to find the source.

I'm trying to date this photo of Dealey Plaza in Dallas. Sorry for the low quality and overlay, but the overlay was required by the library. The car looks like it could be a post-1963 model, but the freeway sign came down around 1967. I hoping a car ID can provide some clues.
