If they're anything like my '41's rear fenders, there are "blind nuts" on the inside of the trunk (that is, clips with threads on them that are held in place so the bolts can be threaded from the outside). I found that in many cases, the clips had come loose and I was just spinning the blind nuts. I clamped them in place with some vice grips and they came out easily.

They're pretty standard bolts if you have to cut them, and I believe the blind nuts are also available. I use mostly stainless fasteners on things like this and get them from Fasco Fastener (www.fascofasteners.com). They can supply any size and threads you need.
